Pictory counts export minutes. According to its pricing page, previewing, editing and sharing within your account don't use minutes; only exporting does. Yearly plans give the full year's minutes up front, so Professional billed yearly includes 7,200 minutes from day one. On Starter billed monthly that works out to about $0.15 per exported minute if you use the whole allowance. Re-exporting after a change uses minutes again, so finish edits before exporting.
InVideo charges credits per generation. Every AI action costs credits, and the cost depends on the model.
